NVC and I are waiting for each other. Help!

Hi, I am a US citizen filing for my wife's GC. She is in India.

Her I-130 got approved and we've moved along a bit in the NVC processing. A few weeks ago, I sent in her DS-3032 and paid the AOS. Since there was no response for a couple of weeks I sent an inquiry email. I also tried calling but the line is always busy.

Anyway, the response came from NVC over the weekend and it stated that they were waiting on I-864 from me. Which is news to me because I haven't received any documents from them yet. The website also states that the I-864 I send should have bar codes and everything on it.

1. Given that NVC is waiting for me to send the forms, could I just download, fill and send in the I-864 form? Or do I have to wait for NVC to send me the forms? I am worried that I am stuck in a cycle if we are each waiting for the other.

2. What is the address to send I-864 forms?

Hi Please answer if you have already sent across the ds3032 forms to nvc. Your wife should sign a physical copy of ds3032 form OR ask your wife to email it to nvc. Email is the best option. had your email been registered you would have got a confirmation from nvc. You are not supposed to wait for any forms from nvc. You can simply download it from web and fill it and send across to nvc.

Yes, I sent the ds-3032 forms. I got it first, so I scanned it and sent it to her. She printed it, signed it, scanned it and sent it back to me. I sent it by regular postal mail.

When I sent an inquiry mail to NVC (like I mentioned above) they responded that they were waiting for forms from me. I assume that means they accepted the ds-3032.

Also, does anyone know the address to send the I-864?
