I am wondering if someone could help me. I am a US citizen sponsoring for my brother to come to the US through F4 category (he is under 21). The I-130 application has been approved and the application is now at NVC to review. I have received an email from NVC with Case ID and Invoice ID# for his case. However, when I logged in, the IV Fee status showed "Not Paid" and there's no link to pay for it. I also applied for my parents and was able to pay the fees online.
Do you think my brother's case is normal? Were I supposed to wait until his priority date is available (which is in 10+years) until the online payment is available?
