F4 visa Priority Date ???

Hi. Waiting for my F4 visa.
- I-130 petition filed by my brother (Us citizen) in 9 November 2008
- application received by USCIS in 5 january 2010
- i received NVC case number by mail in 23 june 2010.
Can you help me plz. I m very confused with my Priority Date. Is it the date when my brother filed the petition for me OR the date the USCIS received my application ?

Are you sure the received date is more than a year after filing? or maybe you mean the case was approved on Jan 5, 2010, and sent to NVC?

Anyway, your PD should be in November 2008 (the day they actually received the petition and a case number were generated).

you re right the application was approved and sent to NVC in january 2010. But when checking my case status on the USCIS website, i got this answer : on january 5, 2010, we received your I-130 Form ....at your local office. If you move .....
AND When checking online at the CEAC i get the answer : please follow the instructions you received from the NVC . The six steps ......
