Few questions on Family Based Green Card

Hello,

I am an US Citizen.
1) Need to apply Green Card for my parents who are here now in Visitor Visa.
2) Can this be done myself? Or Some friends are saying they hired a lawyer to do the job for them.

Second Part of my question:
1) CAn I apply green card for my sister/brother-in-law? They are currently working here in L-visa
2) What is the procedure for that?
