Petitioner is now in india place.NVC send AOS fee bill. can we pay the AOS bill from india?..is it need the petitner in US?..pls reply

My petitioner have account in Bank of Texas.So he can pay online payment for AOS bill??...online payment wil make fast process compare to sending checks? waiting for your reply(only after your reply we will choose the best payment method)...so waiting for your response.

Some have knows that I have paid pay visa presses fee & AOS fee on 2 dec 2010, after how many days I'll receive Packet #3 or any instructions from NVC.
