I-130 filing for sister, indian born, australian citizen

I have filed 1-130 for my sister. Application is been approved. My sister was born in India but she is an australian citizen and live in australia from last 12 years. Is she going to get her pirority on the basis of time and number of visa avalibility for indians or she will be getting her priority on the basis of her australian citizenship?
