I have question about Immigration

I will come on file in USA. My brother file us in 2004 and I have two children one is 19 and another is 17. According to current rules and regulations, how long it will take us to come in USA on file ?? and whats current age of children to come in USA on file. I mean Under what age children can come?? (and I think we will come on F-4 VISA)
