I-864, DS-230 etc for F4

After the file being dormant at the NVC for many years, my sister's Family 4 case has started with DS3032 and AOS fee bills etc. Can someone guide me on the next steps:

1. Where does the I-864 get submitted (NVC or Embassy) for an F4 case?
2. Same question with DS230 (NVC or Embassy)? Part I or both Part I and II?
3. If NVC, should i have her send a signed DS230 to me in the US so that i can turn it in to NVC when asked?
4. Do I also need to gather her original birth & police certificates to submit to NVC or will she only need to take it to the embassy. She will be having the interview at Islamabad counsulate.

I am having same confusion too. When I spoke to NVC it sounds like everything should be sent to NVC..
I asked my husband to send me signed visa applicationform, police certificate and other original so i can mail to NVC. But i am bit confuse on this. These should be submitted to Embassy isn't it??

Whether you send it to NVC or Embassy depends upon whether your Embassy is appointment post or standard review post.

i am with you about reading the guides, and i have. What i understood after reviewing them is that Islamabad is an Appointment Post. Therefore, NVC does document processing and sets up the interview. This i understand to mean NVC reviews DS230 plus birth, marriage, police certificates etc and when its is satisfied forward the docs and sets up an interview with the consulate. However, when i contrast this against what folks are writing vis-à-vis their experiences, they are sometimes talking about submitting to NVC and other times to the embassy. When i look at packet 3.5 and packet 4 info, i come away thinking that Islamabad requires DS230 and original docs to be submitted to them rather than to the NVC and that they set up their own interview appointment.
Clearly i am lost. Maybe F4 cases are handled differently than CR1/IR1 cases.
