    Hi,
    I filed I130 for my sisters immigration visa in 2006. I am a US citizen.
    Two weeks back I got a letter rejecting the application. INS says in the letter that they mailed me a request for additional evidence on Feb 9, 2010 and as I had not responded to that request they aware denying the I130 petition.

    I in fact never received any letter from INS for additional evidence. Now if I file I230 that would cost $585 with no fault of mine. Is there any way to reopen the case and not pay $585 (that is 585+585 for two sisters)?

    I don't think there is any way to avoid that.

    USCIS does not care if you received the letter or not. They will say it is USPS fault, not theirs.
