Is petitioner required to be in USA for F3 processing

Dear all,

My mother is US citizen and she applied for my F3 in 2008, but since last two years she is not staying in USA becoz of her health issues.
I have received Welcome letter.

My query is , is it necessary for my mother to be staying in USA ? As my relative is going to sponsor me.

Kindly help.

For her Affidavit of Support, she needs to be domiciled in the US, or intend to re-establish domicile no later than when you immigrate.

Thanks, Can she migrate before my interview? For Domicile proof, she has he valid State Id and her bank Account.Kindly advice.
