    Hi

    I am in F3 category ROW PD mar 2009

    we have an on going medical issue no sure how serious yet (petitioner)

    i know you can expedite cases at NVC stage.. if the visa bulletin is using the 2nd chart and you PD is current can you do it then or must it be current in 1st chart?
