Sent I-130 for my father before turning 21

I am writing in regards of my friend. Today he filed I-130 online for his father, however after sending a payment he found out that he couldn't file because he will turn 21 in 10 days. Online system says that application was received and generated a case number. He called to Uscis right away and they said it will depend on the officer. Did anyone heard of such things? what is the worse case scenario? Thank you.

But the Notice date is April 15th. Could you please give him your opinion, will it be denied or he should just wait, since the Notice date is April 15th, and he is 21 already.
