How to establish proof of Domicile for person living abroad in i864 form?

My wife is a green card holder and my petitioner. She is residing with me outside US for three years and is a housewife. She hasn’t filed her taxes since she’s unemployed since 3-4 years.

Can someone please help me with a sample letter explaining the current situation for the i864 form. Thank you.

How is she maintaining her permanent residency if she's living outside the US for so long? is she even eligible to file?
