Removal of conditions - expired passport

I am attempting to renew my passport but with lockdowns its proving to be quite difficult and no end in sight as to when they'll be able to give me a new passport. Can I apply for removal of conditions with an expired passport? thanks

It's not a problem. As a permanent resident, you are not required to have a passport.
