Birth affidavit for mother

Hello everyone!!
Could anyone please give me some information about "Birth Affidavit " when the birth certificate is not found and the applicant is 60+ old.
I have sponsered my mother who is currently in India . All the relative (close/remote) who were adult at the time of my mother's birth have already passed away and now she has no person who can sign the birth affidavit for her..
My question is
-what should we do in an event when we do not have any family member or relative ( my father has also expired)available to sign the birth affidavit??
-Can we ask a neighbour who had lived in the same town and was an adult at the time of my mother's birth in 1949?
- Or a relative( 80+) who was not present at the time of birth but is fully aware of the birth time and place and knows the applicant since her birth?

Please advise what she should do at this situation? She has a "not found birth certificate and its translation" with her.

I would higly appreciate if I can get any information .

where can I find a sample of affidavit of birth by a neighbour??

Use the same one as the relative and change a line or two according to your situation.

There can't be samples for hundred different scenarios.
