please advise,i 130 for spouse ,wants to refile

i filed for my husband when i was an LPR 2yrs back with VSC and then i got transferred to NBC then to local office,not approved yet.last week i got RFE to refill G 325 a for me ,which is already sent and received on 21st may.i don't know how long they are going to take to open my file again and they didn't even upgrade my petition yet,so i am thinking of refiling my husbans as a citizen again,can i do that when i have the other i 130 still running,i don't care about the money i just need my husband here,i can't wait anymore,please advise
another question if i resign my job and go to india for 6 months and wait for his papers to get ready there, is it going to affect his petition,his parents are here they can give the affidavit of support even if i don't have a job,can i do that.please give me a reply
