Filing for mom , question about brother

We are filing for mom . My brother is 16 years old . Is it advisable to add my little brother to it ? Will adding him cause delays ? Or we should concentrate on mom only and once mom is here we can file for brother too . My sister is a Cirizen and age is the petitioner

Your brother cannot be a derivative beneficiary because parents of US citizens are in the Immediate Relative category, which cannot have derivative beneficiaries. Your mom can petition him as soon as she enters the US.
