The process that I began approx 2.5 years also finally concluded today as I brought my mother back to the US on a GC. There were many things that cause so much delay that was beyond my control.. mostly to do with Indian authorities such as ... Birth Certificate addition via court order(destroyed earlier by fire), Police certificate ( Police station) etc,etc.
Thanx to a lot of people here who had provided timely responses and help in completing this process.
I will shortly write a very detail report on the Interview at the Chennai consulate which was very professional and very pleasent with the interviewing officer.
