Applying GC for Spouse in India

Hello,

My Fiance and I are planning to get married. I currently live in the USA and he is living in India, I am a green card holder and I will be eligible to apply for citizenship in 2 years.

We are researching on quickest ways to bring him to the USA.

Is it quicker processing time if We apply GC for him after I get my US citizenship?

or

Is it quicker processing time if I apply for GC for him if while I am still a green card holder?

or

are there any other possible ways? Any advice would be highly appreciated. Thanks.
