Visa issued, took back Visa & now Refused & Administrative processing @ US Embassy

I am a US citizen, after my wife's Immigrant visa (IR1) issued & waiting for Visa delivery @ US EMbassy , we husband /wife had a phone arguments. I sent email to US Embassy requesting to Revoke, withdraw her Immigrant visa, because I thought she married me just for Green Card and I am filing for divorce. I was angry , so I sent those insane emails to US Embassy. Now last 9 months Case status shows-- Refused, Administrative processing

I realized it was my mistake to sent those emails. I sent email to US Embassy requesting to REINSTATE/ issue the Visa . US Embassy responding to my email . Embassy is asking from me ( a Notarized statement describing the situation now & Why I want to Reinstate/Issue her visa .)

Now question to everyone

What should I do now ? Because I was angry at my wife & made rash decission to sent those crazy emails .
Need your help ... Any suggession . I did whole process by myself, no attorney is used.

I would provide the notarized documents as requested by the embassy. This seems like a situation that a lawyer might be able to help with.
