I-130 Transfer case to different service center

I have filed an I-130 for my brother and the case is currently in the California Service Center (which wait time is simply stupid).

How do I go about transferring the case to the Texas or Nebraska service centers ? Has anyone done this ? What was the procedure / experience in doing so ?
