Can anyone help with my question?

I have a cousin in Romania. He is married with his first child on the way( due in June). He does not have any brothers, sisters, or parents living here in the USA, but would still like to immigrate to the United States with his wife and child. What are his options?? Can cousins help cousins immigrate out here or no? Any help and suggestions, ideas, or references of who I could consult are greatly appreciated.
