I-693 unusual question

While doing I-693 for my dad the doctor said that his blood pressure his high and that might need treatment. And she can't ok the form until there is a letter from a doctor which says the he is being treated. I am sure there are lots of folks with high blood pressure so couple of questions,
a) Has anybody faced similar issue, and hw did you take care of this situation
b) Can high blood pressure be ground for not signing off on I-693. I thought this was for vaccination and such.
