I have been searching the forum but not yet find my answer.

I am a US citizen and I just received and paid invoice of $404 each for my brother's family. However, during the 10-year waiting period my brother's family has added a baby boy. He is 5 years old now. Maybe I should have informed NVC when the boy was born.

I am about to submit all required documents. Should I submit another $404 for the boy? I just emailed NVC information of the boy but they never replied to me. Should I postpone submitting all documents before I receive an invoice of $404 for the boy?

I have no problem communicating with NVC through email. Email address is [email protected]. You must follow the instructions listed on the website. E.g. you must state your case or receipt number, petition's and applicant's name, DOB and address etc.

My daughter was born after my sister filed petition but I did not informed NVC until recently. Send them by email the info mentioned above, plus child's particulars and a copy of the birth certificate. Her BC was in English, so no need to translate (and certified) to English. All done by email.

NVC auto-replies immediately with an acknowledge whenever you send an email. Someone at NVC will read your email and reply some days later. Mine usually took 5 days, sometimes less.

$404 is paid for each family member. Only pay when you are asked. Again, I did all these through Internet, but you will require a US-bank account. Since your child is not registered with NVC, I suggest you wait until you have informed NVC and they ask for payment.

AND CHECK YOUR JUNK MAIL FOLDER. NVC replies are classified as junk by some filters.
