    I am a US citizen, wishing to apply GC for my sibling(married, citizen of China). I understand 2 methods:

    1. Apply GC for my sibling directly using I130 (I believe this is Category 4th)
    2. Apply GC for my parents, and then apply citizen for them, and finally my parents apply GC for my sibling (I believe this is Category 3rd)

    I was told the 2nd method is a few years faster. But according to the visa bulletin, the current visa date is: 01JAN02 for 3rd category, 01JUN01 for 4th category, the difference is only 6months.

    Any suggestion?

    Is it a good idea that I use both methods, i.e. I submit I130 for my sibling now, also apply GC for my parents. Later on, if my parents got citizen very quickly and then use method 2 at that time?

    Also got another question regarding the above link, it said "Second: Spouses and Children, and Unmarried Sons and Daughters of Permanent
    Residents: 114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, and any unused first preference numbers", so does that mean that my parent does not need to become a US citizen in order to apply GC for my sibling?

    Firstly when you apply for your parents GC they will have to satisfy the residency requirements to become a US Citizen and also will have to pass the US Citizenship interview and test. After this process when your parents get the US Citizenship they can apply for your brother's GC.

    I would suggest and many have done it - you apply now for your brother's GC and also apply for your parents GC. If your parents become US citizens then they can apply for your brother. Basically your brother will have two petitions running for him after your parents gain US citizenship if not then atleast your petition will be running for him.

    At the present GC holders can only file for their spouses and children, and unmarried Sons and Daughters. So your parents need to be US citizens to file for your brother.
