Can we file two I-130 petitions at same time for same beneficiary?

I am a US citizen want to file I 130 for my unmarried brother age over 21 years in India. There are two options for me.

1. I file I-130 for my brother ( Visa category F4)

2. I file for my Mother and once she gets green card, she will file for my brother under Visa category F2B( unmarried Son of a LPR)


Is it possible if I file for my Brother and mother now. And once my mother gets LPR. She will also file for my brother under F2A category as this category has less wait period.


Can My mother file a petition while petition filed by me is pending with USCIS?

Or I need to withdraw my petition before my mother files a petition.

Yes you can have two petitions for the same person.
