I am a long-standing US citizen, and married my French husband in 2005. We're applying for his green card only now. He is a journalist, permanent correspondent in the US for French media, and has been working here for the past 20 years or so. He has an I-Visa that has been duly re-issued for all of these years, based on official endorsements by his French employers. He does not have a working record with the SSA, since his record is in France. Does he need to file an I-864? (I understand the I-864W was folded into the I-864.)
