Marriage certificate for parents

We are in the process of filing GC for parents. After reading the forums here I understand that we absolutely need Non availability of marriage certificate for parents for filing GC for father. We are trying to get that from our hometown but having lot of difficulty in getting that as my parents are here in US.

Does anyone succefully got GC for father with Non availability of marriage certificate and two sworn affidavits of marriage cermony?
