I was wondering if it is possible to change the embassy of choice to one that supports electronic processing once NVC has contacted the applier by sending DS-3032 form.

So you're saying I already start to correspond them with electronic forms instead of posting them the DS-3032. Right?
NVC is stating that the electronic processing can reduce the processing time by as much as 70%. Is that true?
Currently the qualifying date for First preference family sponsorship is Jan 06, while my priority date is early 08. How much do you believe the electronic processing can reduce the waiting period?

first off make sure ur petition has already been approved and ur priority date current
call up nvc to check if ur case has already been forwarded to them by uscis, if so, youll get an NVC case#
call nvc from time to time with ur case# to get an update
and yes electronic correspondence is way faster
are u the petitioner or beneficiary/applicant ?

I've already received the letter from NVC containing case number, and it's asking me to fill in DS-3032.
I'm the beneficiary while my mother is the petitioner.
