Case approved OCT-2020 - from USCIS but didnt receive notice -

Hello there,

I have applied for Immigration in F4 Category in my Priority Date is OCTOBER-2009 . On October 9, 2019,
Message on the website:

On October 9, 2019, we approved your Form I-130, Petition for Alien Relative, Receipt Number WAC10005 xxxx. We sent you an approval notice. Please follow the instructions in the notice. If you do not receive your approval notice by October 24,


I didn't receive receive the notice nor i was aware of its approval. I didn't follow anything, file I-824 or made any payment to NVC.

MY QUESTIONS ARE:
Am I still in Que for NVC? or I have to make another application and wait again 10 years -
My priority date is OCT-2009 and on NVC Bulletin its OCT-2007 so technically my priority date is still 2 years behind from current OCT-2007 date.

Please advice!
