In June I got a letter in the mail entitled, "Notice of Immigrant Visa Case Creation." It was from the National Visa Center, Department of State. Back in 2012 I petitioned for my sister to get a Green Card. Basically, the letter was just letting me and my sister know that she now had a way of communicating with the State Department's Consular Electronic Application Center (CEAC). Also, through her new online case file, she could log on and view the status of her case. My sister was also sent a copy of this letter. In fact, the letter was actually addressed to her and I what I got was the copy.
1) The letter says that if my sister does not "log into CEAC or communicate with NVC regarding this immigrant visa case for a period of one year, by law the Department of State must terminate your visa application." Does simply logging on to one's case, without communicating anything, count? Does it have to be the beneficiary logging on or can it be me (the petitioner)?
2) My last concern is this: I also petitioned for another sister but on an earlier year (2010). However, I never got a "Notice of Immigrant Visa Case Creation" regarding that sister's case. Should I inquire about this?
