Filing Green Card for Parents

Hello All,

I have couple of questions regarding birth and marriage certificate for parents. Appreciate your help.

1. For parents born prior to 1970, do I still have to submit non-availability certificate for birth? (Reciprocity Schedule for India says, for persons born prior to April 1, 1970, birth certificates are considered unavailable.)
2. For affidavit of marriage and birth certificate, are affidavits from family friends considered valid? Grandparents and father's older sibling passed away few years ago.

I also have the same question. I have employment records showing my mother's birthdate, but no birth certificate. I can get an affidavit from an older sister. Would that be sufficient? My mom is already here and I thought it would be good to apply when she is here since processing is faster, and apparently easier. Hope someone can answer! Thank you
