GC for Mom who is on visitor visa and in US now

I would like to sponsor GC for my mom who is visiting me.She has been here 2months now. She will be going back to India in Dec. I have few questions

1. Can I apply now for GC? Should I wait another month before applying? I read somewhere that if we apply when the person is here, it has to be atleast 3months since they arrived here. Is that true?

2. If I apply for GC, can she visit here again with her visitor visa next year? Will they ask in the port-of-entry ? Visitor visa expires in 2012 Jan.

2. She can visit again, but they can ask about her pending green card application and they may cause some issues.
