I-130 translation of documents

Two questions for anyone with experience or knowledge:

1. When I present copies of documents in foreign language, who qualifies as “competent translator”? Can I not translate everything myself and certify that I’m competent. Or do I need to hire someone?

2. Are pictures taken on the phone ok as copies to submit when filing online?

I would hire a translation service to be on the safe side. we used NOLA translations based out of new Orleans, LA , we did everything online line / email took about 2 days and about $ 50 dollars
