Marriage to Permanent Resident/Waiting Period

We have heard that the waiting period for obtaining green card through permanent resident has been greatly reduced. I now have a h1b visa (i am from taiwan) and my husband has green card. we were told that it would now on,y take 1 1/2 or so to obtain green card for me. is that true?
