The petition processing time is not the same as the wait for visa numbers. For the wait for visa numbers, you need to look at the visa bulletin. The F4 category (siblings of US citizens) currently has visa numbers for petitions filed 15 years ago for people born in most countries, about 16.5 years ago for people born in India, and even longer ago for people born in Mexico or the Philippines.
