How did your mom get her green card? (Did she immigrate as the parent of a US citizen over 21?) Is your sister in the US or outside?

This is my personal opinion and is not to be construed as legal advice.

I'm assuming your mother is also her mother. Mom needs to fill out an I-130, along with proof of her permanent residence and relationship to the daughter. Sis is only eligible if she is unmarried.

How soon she will get approved depends on how old she is. If she's under 21, it's pretty much subject to the processing delays. If she is over 21 (and not from Mexico or the Philippines), they are currently processing applications from September of 2015.

Then it should be straight forward. They are "current" on under 21, which just means it's slow not delayed by years.
