If person on L1B in USA and files for F4 family GC , can they continue to work beyond the L1B expiry ?

When you say "files for F4 family GC", do you mean their sibling files an I-130 petition for them? F4 has a very long wait for visa numbers (according to the latest Visa bulletin https://www.immihelp.com/all-visa-bulletins/ visa numbers are only available now for petitions files 15+ years ago for people born in most countries, or even longer ago for people born in India, Mexico, or the Philippines), so they need to wait that many years after the I-130 is filed before they can immigrate. Prior to that, it doesn't give them any ability to enter, stay in, or work in the US.
