I am citizen.My sister is in US on L1. can I file GC for her with I485? OR is I485 only for employers. Pls help

You can file an I-130 petition for her. Siblings are in the F4 category. According to the latest visa bulletin https://www.immihelp.com/june-2022-visa-bulletin/, visa numbers are currently only available for F4 petitions filed 15+ years ago (or even longer ago for people born in India, Mexico, or the Philippines). So she has to wait that many years after the I-130 is filed, before she can proceed to the next step. At that time, if she happens to be in the US and in status, she can do Adjustment of Status (I-485) in the US. If not, she would do Consular Processing at a US consulate abroad to obtain an immigrant visa. I am guessing it is unlikely for her to be in the US 15+ years later, so she would probably be doing Consular Processing.
