Applying for green card-Mother

Hello,


My sister who is a U.S citizen just applied for my mother for green card.


My mother is out of U.S right now but she has a U.S visit visa.


My question is, Now what should we do, should we wait for visa number to come and how long does it take for the visa number if a citizen apply for mother?


And what would you recommend for my mother to whether stay outside U.S and wait for her turn OR come to U.S if its faster to get green card if you are already present in U.S. ?
