    Hi,

    I have US citizenship and stay in California. I want to apply for Green card for my Sister and brother-in-law who are already in Virginia, US on L2 and L1 respectively from the past two years.

    Do I start the Green card process with I-130? Also should I apply only in California or can I apply in Texas bcz the processing time is less when compared to california processing time? or can I apply in Vermont as my sister stays on the east coast?

    Yes I-130 is a start. See here - https://www.immihelp.com/family-base...on-procedures/

    You can't decide if you apply in California or Texas. You post the I-130 and the associated documents to the USCIS address mentioned and the service center is given in an automatic method which depends on your residential address.

      Does not matter where you apply from, the current waiting time is 9.5 years. You only file for your sister, make sure to include birth certificates to prove your relationship with her.

        Thank u all for the reply. I have one more question. So how does my brother-in-law get the green card then? does he have to wait for another 9.5 yrs as one of the senior member suggested? and how much will it cost for one application? If my brother-in-law applies thru his company, it might process thru EB2 or EB3 it seems. how long will it take if he applies thru EB2 or EB3?
