    My biological brother became a US citizen this year and currently resides in Texas. He wants to sponsor my application for a US green card but it seems its quite a lengthy process (if a sibling sponsors one's green card). He did mention that in the state of Massachusetts, processing times are significantly faster.

    So my question is how do I go about specifying which state to have my application (Form I-130) processed in?

    I am from South Africa.

    It will make no difference. Siblings are in the F4 category which currently only has visa numbers available for I-130 filed 15+ years ago (or longer ago for people born in India, Mexico, or the Philippines). So no matter if the I-130 takes 1 year or 5 years to process, it will make no difference because you will still have to wait the remainder of the 15+ years for a visa number to become available before you can proceed to the next step. (In fact, if you have a child who might want to immigrate as your derivative beneficiary, a longer I-130 processing time is better because it means the child will not age out for longer.)
