visa retrogression for f2b

hi.. i really need someone who can enlighten me with this.. december visa bulletin was already posted and i'm from philippines.. it retrogress 2yrs and 6 months..
I don't understand why and when will this retrogression be lifted? My case(f2b) was already documentarily qualified and im just waiting for the interview. Before it retrogress, Priority date was sept 2002 and my priority date is oct 2002.. I'm so sad and so disappointed with this retrogression.. Any insight will be appreciated..

There are specific number of visas available per country annually. When you PD becomes current, you are eligible to apply for a green card provided if a visa is available to you. For example, ten thousand folks apply for a visa from Philippines. Their PD is current but one thousand visas are available annually. In this scenario, only one thousand applicants will get their GC and the 9000 will wait till a visa number is available.
