Very urgent help with ds-230 please!!!!

hi
i am takecare of filing for my brother and his wife. wife are citizen and she is sponsering my brother. he is in india. we just receive DS-230 form. my question about PASSPORT POLICE CLEARANCE AND POLICE CLEARANCE CERTIFICATE.
am i have to submit copy of police clearance cert. with DS-230 or it's submit a time of interview ?
because in india they clear says,they give police clearance certificate only if you show them INTERVIEW CALL LETTER FROM EMBASSY.

Police certifcates can be submited at the time of interview.
Just mention that Indian authorities need a interview letter at the time of applicatin for PCC. Mention this on a plain paper when you send ds230 forms.
