F4 visa for my brother's spouse?

Around 15 years ago, I submitted an I-130 form on behalf of my brother. Now that he is eligible to apply for a Visa, I'm wondering how his wife can also apply for a Visa to accompany him. I would greatly appreciate it if someone guide me through the process.
