What if temporary IV last date elapsed?

Hello,

I had applied as a petitioner for my mother and her GC was approved. She was provided a temporary immigrant visa with a valid till date of April '23. She couldn't enter the US by the date due to certain medical reasons.

What are my options now? Do I need to start the process all over again? Or can she re-approach the consulate with the earlier approved documents and request for a new immigrant visa?

Can someone please advise?
