How to prepare Affidavit for birth certificate by a Parent not proficient in English?

Should Affidavit by parent, in support of I-130 petition, be written in English, if she is not proficient in English?
Instead, if she writes the Affidavit in her native language, should it first be notarized by a notary who can read and write her native language and then obtain certified translation in English?

Or, should she write Affidavit in her native language and only obtain certified translation and then the notary notarizes the certified translator? In that case, is it okay if parent's signature on Affidavit is not notarized?
