greencard for stepmother, married before I turned 21 ?

Here is my friends situation,

“in 2009 I became a u.s.citizen. I can apply the green card for my father but I’m not sure if I can apply for my STEPMOTHER.
She married my father before that I turned 21 years old and years before I immigrate to the U.S.
Can I apply for her getting greencard since I was younger that 21 years old, when she married my father?”

Should be absolutely no problem about applying and getting a GC. There are sections of the form if I remember that asked for this information.
