Petition for minor step-daughter before petitioning for her Mom.

Hello, thanks you for reading this. Married here in US, my I'm USC, wife and step daughter aliens living abroad. The little one (14yo) wants to come to US for high school if possible, her mom cant' move here for a few more years due to her job. Can I file petition for step-daughter alone?
