GC for Parents with Visitor Visa about to expire

Few questions to the team:

* Can I apply for GC for Parents while they are in India? They have a valid visitor visa thats about to expire in the next year.

* If I apply while they are in India, will it be an issue for their travel within the next few months

* If I apply after they come to the US, can they travel while the GC application is in progress ?

With so much information, I feel at loss sometimes. Just want to find out whats the best time to apply. It is already 3+ years since I got my Citizenship

You can apply anytime for your parents GC. No problems.

which is the best choice? I dont want to jeopardize their visiting here...

Is it better to apply when they are there in India or when they come here? Can I apply for GC now ( next couple of weeks ) and then they travel here in April with their visitor visa? Will it be an issue in the port of entry here?

Say I apply in Feb 2011 for their GC. If they choose to come here visiting Apri;l 2011 will they be allowed to come using their visitor visa? Will the immigration raise a question and disallow them?
Or is it better that I apply as soon they come her in April ?

Once a GC is pending, they are potential immigrants and cannot use the visitor visa and will likely be denied entry.
